General Definition of Work

Performs intermediate skilled technical work maintaining County base maps, preparing maps from geographic data for County and public users, converting geographic

information to digital data, maintaining records and files, preparing maps, and related work as apparent or assigned. Work is performed under the moderate supervision of the Planning Director.

Essential Functions

Extract, manipulate, and maintain land records information in specialized mapping, GIS, and other software;

Updates property ownership records initiated by the recording of legal documents; utilize coordinate geometry to make changes and additions;

Enters data for parcels, tracts and new subdivisions, and other real property from deed descriptions; assigns number schemes (pin parcels) to match tax information;

Designs and creates maps; create new layers as needed; searches for information as

requested by property owners;

Digitizes information; uses aerial photos; enters numbers and codes and defines crosshairs and coordinates; registers map in GIS and to the digital table;

Verifies maps once completed on the table; tags the map; creates files for each update; etc.

Assists County staff and customers including property owners, contractors, builders, attorneys, and the general public in locating land information and maps, and in interpreting tax maps and other records.

Prints and copies aerial maps, GIS maps, and tax maps; performs maintenance on printers and other machines.

Recommends improvements to GIS software, hardware, and database.

Review plats before recordation.

Prior surveying experience and deed research.

 

Knowledge, Skills, and Abilities

General knowledge and skill in operating tabular and graphic display and output devices associated with geographic information systems and other land information systems; general knowledge of manual and digital cartographic techniques and standards and traditional map production processes; ability to comprehend technical specifications for manual, computer-aided/automated cartographic products; ability to effectively communicate ideas both orally

and in writing; ability to establish and maintain effective working relationships with associates, government officials, and the general public. 

 

Education and Experience

Bachelor's degree in geography, geographic information systems, or related field and moderate experience in drafting, computer mapping, and geographic information systems, or equivalent combination of education and experience.  CFM is preferred or have the ability to become certified within 1 year of hire.  CRS knowledge is preferred.

 

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and repetitive motions and occasionally requires standing, walking, and speaking or hearing; work has a standard vision requirement; vocal communication is required for expressing or exchanging ideas through the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

General Definition of Work

Library Assistant I is an entry-level position and initially works under close supervision. The Library Assistant I will perform a variety of duties related to circulation, reference, materials processing, interlibrary loan, collection monitoring, and working directly with the public helping them find the information they need using the library’s services and facilities. Work is evaluated for customer service effectiveness and accuracy of work activities through daily observation, communication, and review of completed work.   • Receives and responds to inquiries, requests for assistance, and information, as well as concerns and complaints from the public regarding library materials, programs, services, technologies, and policies; may refer complex questions to Library Assistant II or Professional Librarian as necessary.
  • Assists patrons using public computers or with their personal devices.
  • Reserves library materials and notifies patrons of their availability; initiates and processes interlibrary loan requests.
  • Processes library card applications and issues library cards; maintains records of current patron information.
  • Computes and collects payments for overdue or lost materials, prints, copies, faxes, used books, and other sale items.
  • Prepares newly acquired library materials for processing and shelving.
  • Monitors the condition of books and materials and performs necessary binding and repairs.
  • Assists in maintaining a neat, clean environment for library staff and patrons as well as maintaining order and discipline in the library.
  • Schedules events in the Meeting Room.

Education and Experience

A high school diploma or GED equivalent is required. POSITION: Social Worker III:  Child Protective and Adult Protective Services

Grade 11, Step 1

Salary: $50,618 (For a fully qualified Social Worker)

RECRUITMENT PERIOD:  May 4, 2023 - May 12, 2023 

 

 

DUTIES AND RESPONSIBILITIES:

Social Workers hired in this classification must complete a required 72-hour minimum of Pre-Service training before direct client contact and 39 additional hours within the first year of employment.  Employees hired in this classification will be assigned to the services division of the department which consists of Child Protective Services and Adult Protective Services.  Both units include working with complicated cases, which require the flexible use of a wide range of social work skills. Positions require availability for after-hours and weekend on-call duty on a rotating basis. A valid driver’s license and a telephone where the employee can be reached at all times are required. Work is performed under the supervision of Social Work Supervisor III. A description of the work performed in each respective unit is as follows:

ADULT PROTECTIVE SERVICES:

This position provides necessary support and services to enable disabled and elderly adults to live safely in the least restrictive environment possible. The worker will be expected to establish working relationships with multiple groups and agencies that offer services to disabled and elderly adults. This worker will also investigate cases of abuse, neglect, and/or financial exploitation. The social worker in this position conducts thorough social work assessments of adult clients both in the office and in the home and works very closely with the adult’s Medicaid Worker. This will involve home visits to clients, and communication with physicians, mental health professionals, attorneys, and the court system as needed. This position will also assist with Adult Day Care Monitoring and Case Management services. 

CHILD PROTECTIVE SERVICES:

This position will be responsible for conducting CPS investigations and assessments. Provide CPS social work services to monitor and maintain the safety of children where neglect or abuse has been identified. Conduct assessments that accurately identify the strengths and needs of the family system and assess the risk of continuing harm to the children. Work to strengthen the family’s capacity to protect and nurture the children through referrals to community resources. Model and support appropriate behaviors that will enhance family functioning. Arrange for appropriate alternative placements when children are not safe within their own homes. Competently testify in court when necessary. Document case information thoroughly and timely. Provide consistent contact and follow-up with families. Position may perform other CPS duties as required including courtesy requests, acting as a liaison with specialty courts, &/or other CPS functions. Must be able to manage conflict, remain neutral and fair, engage people and build trust, and promote collaboration and consensus. The ability to use best practices, strategies, professional judgment, and time management skills in complex situations is essential. Must have knowledge of child welfare policies and practices. Applicant must have excellent oral and written skills. Applicant must communicate effectively with individuals from varying cultures and backgrounds via phone and personal contact.

Computer proficiency is required. A valid North Carolina driver’s license and a vehicle for use at work are also required. Some situations may require the employee to work overtime hours.  The work schedule is normally 8:00 a.m. to 5:00 p.m. from Monday through Friday with the exception of on-call duties.

This position also includes mandatory work as needed in emergency shelters in the event of a natural or man-made disaster.

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS:

Master’s degree from an accredited school of social work and one year of social work experience; or a Bachelor’s degree from an accredited school of social work and two years of social work or counseling experience; or a Master’s degree in a counseling field and two years of social work or counseling experience; or a four-year degree in a human services field or related curriculum and three years of social work or counseling experience; or graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling or a related human service field providing experience in the techniques of casework, group work or community organization; or an equivalent combination of training and experience. One year of work experience can be credited for the completion of the social work collaborative.

** Directly related experience is defined as Human Services experience in the area of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy, and treatment planning.

Prepares a variety of reports and correspondence on inspection and code compliance matters.

Prepares and administers the department budget.

Education Experience

Five to seven (5 – 7) years of experience serving as a building inspector in the State of NC or trades experience in construction inspections, investigations, or customer service capacity.

Moderate experience in residential, commercial, and industrial building, electrical, mechanical, or plumbing inspection processes, or equivalent combination of education and experience.

Working Conditions

The employee is subject to inside and outside working conditions. Work is performed at both inside facilities and outside environments in both cold and hot weather conditions. The employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee may also be subject to atmospheric conditions such as fumes, odors, dust, mists, gases, or poor ventilation and to injury by walking on uneven grounds, high weeds, and dilapidated buildings and must use/wear personal protective equipment as required.
