RESPONSIBILITIES:

Employees in this class are responsible for the day-to-day supervision of the eligibility unit that takes applications, completes redeterminations and/or changes to Adult or Family & Children's Medicaid programs, Work First Cash Assistance, and Food and Nutrition Services, and Subsidized Child Care. Assigns work to Income Maintenance Caseworkers and reviews eligibility forms to assure that all pertinent information is gathered and recorded. Coordinates the flow of eligibility work both within the unit and other departments. Coordinates staff development functions for employees of the unit; trains and orients new employees. Plans and reorganizes the functions of the eligibility program. Confers and consults with departmental staff concerning methods and procedures for implementing eligibility services. Screen, interview, and recommends selection of prospective employees. Performs other duties relative to work described.

I.  SUPERVISORY/MANAGERIAL FUNCTIONS:

Planning - Employees plan the short and some long-range work operations, priorities, and goals within the unit and/or sub-units supervised.

Organizing and Directing - Employees assign and balance workloads within the unit and/or sub-units and coordinate overall workflow. Work requires employees to develop procedures, make minor organizational changes, and recommend other changes to improve efficiency.

Budgeting - Employees are responsible for assessing and projecting staffing, equipment, and supply needs, documenting appropriate justifications, and submitting these requests in writing to a higher-level supervisor or the agency director.

Training - Employees provide on-the-job training as well as some training needs assessment and arrange for employees to attend workshops and other job-related training.

Setting Work Standards - Employees are responsible for ensuring that staff adheres to Federal and State standards with regard to the quality of work required in processing income maintenance cases. Employees have input and impact on setting internal agency standards for those income maintenance programs under their supervision.

Reviewing Work - Employees may be responsible for conducting second-party reviews but generally, work is reviewed by lead workers through the random sampling and evaluation of ongoing cases processed by their staff. Employees use quality assurance reports, State error printouts, and input from lead workers in evaluating the overall performance of staff assigned to their unit.

Counseling and Disciplining - Employees counsel staff regarding performance and grievance policies and may have the authority to issue oral and/or written warnings. Employees make recommendations on dismissals to a higher-level supervisor.

Performing Other Personnel Functions - Employees are responsible for evaluating staff performance and making recommendations to a higher-level supervisor or the agency director on merit raises, appraisals, reassignments, and salary adjustments. Employees may interview applicants, usually in concert with higher-level management.

II. SCOPE AND NATURE OF WORK SUPERVISED:

Dynamics of Work Supervised-Employees are responsible for supervising the work of income maintenance caseworkers involved in the intake, processing, and review functions in any of the income maintenance programs. The objectives of the income maintenance programs are generally stable, however, there are shifting emphases with regard to how cases are processed due to the continual changes in rules, regulations, policies, and procedures in the administration of the income maintenance programs.

Variety of Work Supervised - Employees are administratively and technically responsible for the work of income maintenance caseworkers and supervisors involved with all income maintenance programs and processing functions.

III.   EXTENT OF SUPERVISOR RECEIVED:

Employees’ work is reviewed after the fact, generally through an analysis of quality assurance reports and State computer error printouts. Generally, work is performed independently but employees would consult with a higher-level supervisor on major policy changes or complex decisions

  • Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and interpret rules and regulations.
  • Ability to represent the eligibility program in departmental meetings and community conferences.
  • Ability to communicate effectively orally and in written form

Minimum Training and Experience Requirements

Four-year degree and 3 years of eligibility work or administrative experience in Social Services OR graduation from high school and three to five years of experience determining eligibility in a Social Services program, including at least one year in a supervisory capacity.

Preferred Requirements:

Experience in multiple public assistance programs; specifically, Adult Medicaid

Experience in NC FAST

Valid Driver’s license

Primary Purpose of Organization Unit

The Public Information Assistant IV is the primary position that greets and assists people as they come into the agency, many for the first time. This position determines their needs and directs them to the appropriate unit. This position utilizes the NCFAST data system in this process. The position is also responsible for entering any information provided to the agency for Food Stamps, Medicaid, and Work First into the NCFAST system. This information can be received in person or through the mail.  In addition, persons in this position are required to maintain a daily mail log for the Income Maintenance Unit and a daily visitor log for the entire agency.

This position answers the switchboard and transfers calls to the appropriate workers if the caller does not utilize voicemail by calling the worker directly.

Primary Responsibilities of This Position

  1. Greet and assist people as they come into the agency. Complete mandated paperwork at the front desk and send the client to the appropriate unit.
  2. Answer the telephone and transfer calls to workers.
  3. Maintains the Visitor Log, Incoming Mail Log, North Carolina Health Choice Application Log, and LIS Application Log.
  4. Issues Fishing License waivers as requested by persons who are receiving Food Stamps and/or Medicaid. This position must verify using the state NCFAST system that the requester is currently receiving services.4
  5. This position must offer all persons who request assistance from the agency the opportunity to register to vote as required by the NC State Board of Election Laws. Agency staff is responsible for delivering applicable paperwork along with an Agency Transmittal Form to the local Board of Elections office within five business days.
  6. Performs the duties associated with providing Medicaid Transportation to eligible recipients. This includes assessing the client and determining if the client is in an eligible Medicaid program, completing applicable forms, arranging for reimbursement for the client, and verifying that the client went to a Medicaid-covered service.  Clients are also scheduled with Inter-County Public Transportation Authority. Thoroughness and accuracy in processing the forms are required to comply with this program. This position provides necessary correspondence with clients.
  7. Handles incoming correspondence and information. This position is responsible for picking up the morning mail and taking the mail to the post office in the afternoon daily. The position is responsible for opening the mail and distributing it to the appropriate agency workers. This position is also responsible for maintaining a mail log for the Income Maintenance unit which also includes receiving faxes and distributing them to the appropriate workers.
  8. Provides computer services (data entry, pulling up reports, etc.) and distributes to the appropriate worker. This position is also responsible for record-keeping for some of the reports.
  9. Utilizes the NCFAST system as the primary data system for Economic Benefits for clients.

 Nature of the Work

  1. This position deals with the public daily both in the agency and on the telephone. The person in this position is usually the first contact a client will have with the agency, therefore customer service needs to be a significant focus.
  2. The kind of information given by this position includes informing individuals of their rights to apply for services. Specific information about any programs must be provided by the caseworkers or social workers.
  3. Appointments are made for clients who choose not to wait for an application interview at the time they come in to apply for services. Applicable paperwork is completed by this position and appointments are scheduled within one to three working days by persons in this position using the correct wording as specified by the State rules.
  4. Maintaining and updating all forms used by clients is a part of the function of this position. All copies are then filed appropriately or given to the appropriate staff person.
  5. This position is responsible for assisting in purging the closed income maintenance files and shredding information from those files. When this function is performed the position will be provided detailed instructions from the Income Maintenance Supervisor. This position is responsible for filing the income maintenance files daily.
  6. This position is responsible for issuing and maintaining records for Coastal Recreational Fishing License Waivers and Voter Registration Information. The Voter Registration form must be completed and provided to the County Election office within five working days by persons in this position.
  7. This position must be familiar with the agency programs and services available to the clients so clients can be referred to the appropriate unit. This position is responsible for exercising independent judgment to assess each client’s individual needs. Determination of referrals are made and coordinated between units within the agency.  Example: This position will assess the client’s needs at the front desk and determine whether the client needs to be referred to our agency's service unit or the eligibility unit or possibly both.
  8. This position is responsible for being knowledgeable of other community resources available to the clients.
  9. In the event of an emergency, the worker must help staff an emergency shelter. Shelter duties may include but are not limited to the following: completing registration forms, preparing food, moving furniture, cleaning, and otherwise assisting shelter residents.  Travel outside of the county may be required.
  10. This position serves as a backup security officer in regard to worker password issues or state printer issues.
  11. This position will perform any other duties and/or responsibilities as assigned by the immediate supervisor and/or Director.

The Public Information Assistant is expected to demonstrate the:

  1. Ability to provide meaningful and timely customer service for all clients;
  2. Ability to maintain the confidentiality of every client which includes all documents presented and requests for information about clients;

 Other Work Specifics and Expectations:

  1. Agency Vehicles – the county provides vehicles for use by the worker for all travel requirements. It is expected that the worker will use a county vehicle for all work-related purposes. If a county vehicle is not available, a request may be made to the County for the use of another county vehicle; the worker will need a vehicle available if necessary.
  2. IT Provisions – each worker will have an office computer.
  3. Work Day and Breaks - The workday is from 8:00 am to 5:00 pm with a 1 hr. break for lunch. An additional 2 breaks may be taken however these breaks should be no longer than 15 minutes.  
  4. Dress Code – The dress code is “Business Casual”. Fridays are considered casual days which means that jeans are allowed to be worn. Please refer to the County Personnel Manual for other Dress Code requirements.
  5. Training – all training will be completed during regular office hours.

General Definition of Work

Distinguishing Features of the Class

The primary purpose of the County Social Services Director position is to administer all State and Federal social services programs as established by Chapter 108A of the North Carolina General Statutes in accordance with all applicable Federal and State laws, rules, regulations, and policies.  Many duties and responsibilities of the Director are mandated in the N. C. General Statutes.  The Director is responsible for day to day operation of the Agency within the confines of those statutes. 

An employee in this class performs difficult, complex administrative and managerial work with primary responsibility for planning, organizing, and staffing.  Tasks typically include program supervision and responsibility for division fiscal, personnel, strategic planning, and intergovernmental relations functions.  The Director supervises and manages the agency's administrative functions and has direct administrative supervision of agency program/team leaders. 

WORK SCHEDULE:  The full-time standard workweek for this position is 40 hours.  Agency operating hours are from 8 am – 5 pm, Monday through Friday.  However, this is an exempt position from the overtime provision of the Fair Labor Standards Act (FLSA), and the Director shall work the number of hours necessary to carry out all duties of the position.  The delegated authority has been given to one or more agency staff to act as the Director’s representative in the performance of specific duties and tasks.

DUTIES AND RESPONSIBILITIES

Major Personnel Functions:

  • Responsible for ensuring agency compliance regarding general statutes, mandates, and programmatic changes.
  • Develops department and programs, goals, and outcome measures in compliance with federal and state laws pertaining to mandated programs and services, child protection services, adult protective services, child support, assistance programs, Medicaid, and Food and Nutrition programs.
  • Develops and reviews policies; analyzes new data and forwards it to appropriate personnel; prepares for various state and federal programmatic and fiscal audits.
  • Directs the development and management of the agency budget; determines agency needs for each fiscal year through interaction with the management team; seeks new sources of funding; reviews spending trends and agency structure to enhance revenues; presents information to the Social Services Board, the County Manager, and the County Board of Commissioners for approval.
  • Responds to public requests and concerns, including complaints, record requests, and questions regarding available services; develops public education programs; participates in community meetings with various groups, agencies, and departments.
  • Serves on various mandated and non-mandated boards.
  • Responds to requests from the Social Services Board, the County Manager, and County Commissioners.
  • Maintains collaborative relationships with other local, state, and federal agencies, organizations, and groups; ensures that the agency provides training and educational opportunities for local agencies, nonprofit organizations, schools, and faith-based organizations.
  • The Director conducts social worker/supervisory performance evaluations, ensures the completion of employee performance evaluations, and approves supervisory leave. The Director advises the Administrative Officer and Supervisors in handling problems with staff and, when needed, handles all formal disciplinary actions.
  • The Director provides direct supervision to the Administrative Officer, Income Maintenance Supervisor, and Social Workers; this includes performing supervisory duties related to these positions as required. The Director provides indirect supervision to all staff. 

 Planning:  Work involves reviewing program objectives and service delivery needs with staff and formulating specific goals and objectives for the assigned program area.  The Director is responsible for long and short-range planning needs for programs and staff.  The Director prepares an annual Work Plan for use as a guide during the year and updates the DSS Board on progress made toward goals.  Planning for the overall operation of the agency on a day-to-day basis is essential to ensure the best utilization of staff, resources, equipment, and space.  Long-range planning is also of the utmost importance to ensure the agency meets the demands of change effectively and efficiently.

Organizing, Managing, and Directing:  The Director assigns duties and provides resources to Social Workers and Supervisors who in turn direct staff and maintain workload balance.  The Director advises these individuals on changes in work procedures to meet program demands and on issues that impact programmatic goals, objectives and policies.

Training:  The Director manages a budget for and authorizes staff to receive formal training when required or needed, funded and available.

Setting Work Standards:  Accuracy is of vital importance and is required in this position.  The Director ensures all applicable laws, policies, rules, and regulations are followed.  The Director oversees the implementation of all changes if and when necessary.

Accountability to State DHHS Agencies:  Act as liaison between the Divisions of Social Services, Medicaid Assistance, Aging and Adult Services, and Child Development and the Office of State Personnel to ensure that all state and federal policies are being followed at all times by employees with the local DSS.  Serve at the pleasure of those Divisions on committees and task forces to assist in the development and re-tooling of policy, assurance of adherence to those policies, and the procurement of funds to ensure the delivery of services and other needs as identified.  Participate in and follow all guidelines related to the ongoing monitoring of programs and accountability to both the state and federal guidelines that define the work of social services.

Other Duties:  Participate in the local emergency management plan.  This includes disaster shelter operations and other disaster response activities as needed and requested.  Any other duties deemed necessary and appropriate by the Camden County DSS Board.  The position of Director varies from a much-defined role mandated by law to intangible responsibilities that require good judgment and practical application of direction.  The duties of the position cover a multitude of responsibilities that affect the lives of citizens from birth to death.

SECURITY ROLES AND RESPONSIBILITIES:  All data/information maintained by the Director is considered confidential and shall be protected according to the specific program policy and procedures. Access is allowed as determined by the specific program policy and procedures. Disclosures other than as allowed by the specific program policy are forbidden. Unauthorized disclosure constitutes a felony and is punishable upon conviction by a fine and/or imprisonment.

The Director is responsible for the security of their computer terminal and any password(s) that are assigned to them.
