I. Primary Purpose of the Position
The primary purpose of this position is to perform duties related to the Eligibility and Enrollment of applicants and/or current beneficiaries for programs such as Medicaid, Food and
Nutrition Services, Work First Family Assistance, and various Adult Medicaid programs. There may be a primary program designation, however, workers should have general knowledge of all programs offered through this agency. This position may also be responsible for functions related to Program Integrity Investigation. Work at this level includes such
tasks as interviewing clients to obtain required information, completing initial applications, verifying the information obtained, determining eligibility, or completing scheduled program reviews. Employees must explain program(s) requirements and options and advise or refer clients to other program services as appropriate. Employees will report to the Income Maintenance Supervisor.
II. Duties and Responsibilities
This job involves constant contact with the public. Examples of duties performed in this position would be:
1. Displaying a positive and professional attitude with clients, other staff, and providers;
2. Interviewing clients;
3. Computing budgets to determine eligibility for assistance;
4. Verifying factors that relate to ongoing eligibility such as income, residence, ownership of property, etc.;
5. Explaining the program to applicants and the public;
6. Maintaining an ongoing caseload of the identified primary program as designated by the Supervisor;
7. Coordinating with other agencies and organizations such as the hospital, health department, and child support agency;
8. Maintaining statistical information, computer-generated forms, and general case management.
Cases are reviewed by the Supervisor and/or Director as to overall compliance. The individual in this position is required to meet state deadlines for completing applications, reviews, and changes that occur in a case. Agency deadlines include completing and submitting day sheets, time sheets, and expense vouchers to the supervisor at the end of each week or as designated by the Director.
III. Hours of Work
The work hours for this position are from 8:00 a.m. until 5:00 p.m. Monday through Friday with an hour for lunch each day. There are occasions when the IMC should be required to work outside of these hours, for example, to work overtime to complete the daily activities of the job. In addition, staff will be required to work in shelters when the agency is called upon in times of disaster relief or emergency.
VI. Knowledge, Skills/Abilities, Education, and Experience Requirements
This worker must have considerable knowledge of the program/area(s) of assignment and general knowledge of all agency and community programs and services that could affect the client/applicant. The employee in this position needs good mathematical reasoning and computational skills and an ability to read, analyze, and interpret rules, regulations, and procedures. This worker must have the ability to communicate with clients/applicants, the public at large, and public officials to obtain data, and to explain and interpret rules, regulations, and procedures. This person also needs to have the ability to instruct and evaluate the work of lower-level employees and to perform caseworker functions within structured time frames.
V. Minimum Training and Experience Needed
To qualify as an Income Maintenance Caseworker II, the applicant MUST have at least one year of experience as an Income Maintenance Caseworker I. Applications will be considered for Income Maintenance Caseworker I should fully qualified applicants not be available. Minimum requirements for consideration as an Income Maintenance Caseworker I include: 1) Graduation from a four year college/university, or 2)graduation from an accredited associate degree program in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; or 3) graduation from high school and two years of paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or 4) graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or an equivalent combination of training and experience.

General Definition of Work
Performs semiskilled work maintaining buildings and facilities and performing grounds maintenance work, and related work as apparent or assigned. Work is performed under the close supervision of the Property Maintenance Supervisor.

Essential Functions
Maintains the interior and exterior of County buildings.

Performs custodial duties in the cleaning of County offices and facilities.
Mows grass, plants and maintains shrubs, bushes, and other plants.
Edges, rakes leaves, picks up trash along roadways; collects and transports debris.
Prepares, repairs, and replaces street and road signs.
Maintains basic records; assists with the preparation and submission of budget requests, requisitions, and reports; maintains various files and records.
Operates tractor to load & unload pallets and equipment.
Electronics trailer unloading and palletizing.
Knowledge, Skills, and Abilities
General knowledge of maintenance, repair, and manual tasks of building maintenance; general knowledge of the use of common hand and specialized power tools required in the work; general knowledge of the safe use and operation and preventive maintenance of electrical and mechanical equipment required in the work; skill in the use of equipment to which assigned; ability to perform manual labor for extended periods; ability to follow instructions; ability to establish and maintain effective working relationships with associates.
Education and Experience
High school diploma or GED and minimal experience in building maintenance and repair, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 20 pounds of force and occasional exertion of up to 80 pounds of force; work regularly requires walking, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, pushing or pulling and lifting and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to toxic or caustic chemicals and occasionally requires working in high, precarious places, exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Performs skilled administrative work for recording, indexing, and maintaining various real estate records. Must learn and understand the North Carolina Association of Register of Deeds Indexing Standards. Must understand how to record walk-in documents and e-Recording documents.
Vital records such as births, death, and marriage licenses are recorded, indexed, and maintained here. Military records are recorded, indexed, and maintained here. Must understand the North Carolina Marriage Laws and be able to issue marriage licenses. Must understand how to issue certified copies of vital records.

General Statement of Duties
Performs responsible field clerical and technical work in collecting and recording meter readings and connecting and disconnecting utility services.
Distinguishing Features of the Class
Employees in this class are responsible for the field work involving the reading of water meters, the recording of consumption, and the completion of assigned work orders. Drives and/or walks to read residential, commercial, and industrial water meters on an assigned route; records the readings on a hand-held computer.
