General Statement of Duties
Performs responsible field clerical and technical work in collecting and recording meter readings and connecting and disconnecting utility services.
Distinguishing Features of the Class
Employees in this class are responsible for the field work involving the reading of water meters, the recording of consumption, and the completion of assigned work orders. Drives and/or walks to read residential, commercial, and industrial water meters on an assigned route; records the readings on a hand-held computer. Checks to see that water meters are functioning properly and report any defective meters to the supervisor. Work is performed under the general supervision of the Public Works Manager.
Duties and Responsibilities
Essential Duties and Tasks
- Operates computerized hand-held machine to read meter routes and utilizes office computer for loading and unloading meter readings to the billing system.
- Completes work orders to correct any meter problems.
- Explain meter readings to citizens and answer questions of a general nature on meter readings.
- Inspects meters and connections for defects, damage, and unauthorized connections.
- Cleans meters and reports broken and malfunctioning meters.
- Investigates customer complaints concerning meters or meter readings.
- Performs connections and disconnections of meters.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
- Considerable knowledge of street layout and meter locations on assigned routes.
- Some knowledge of the functional operation of meters.
- Some knowledge of utility service policies.
- Ability to use an automated handheld meter reading device.
- Ability to deal courteously and effectively with the public.
- Ability to work independently within a routine schedule and to walk to cover an assigned route.
- Ability to record meter readings accurately and input data correctly.
- Ability to operate a motor vehicle.
Physical Requirements
Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions. Must be able to perform work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Tasks require regular, extensive, and prolonged walking, often over rough and uneven surfaces, as well as getting in and out of vehicle multiple times throughout the workday. Must possess the visual acuity to work with data and figures and operate a motor vehicle and handheld meter reading device.
Working Conditions
The employee is subject to working in inside and outside environments, including extreme hot and cold weather, and is regularly exposed to wet and/or humid conditions. Employee is also exposed to work hazards, including loud noise, traffic, animals/pets, fumes, and airborne particles.
Education and Experience
Graduation from high school or GED equivalency and some computer operation experience helpful, or an equivalent combination of education and experience.
Special Requirements
- Valid North Carolina driver’s license
