RESPONSIBILITIES:


Employees in this class are responsible for the day-to-day supervision of staff that performs duties that relate to Eligibility and Enrollment of applicants/beneficiaries in the Adult/Family & Children's Medicaid programs, as well as Work First Cash Assistance, Food and Nutrition Services, and Subsidized Child Care programs. Assigns work to Income Maintenance Caseworkers and reviews eligibility forms to ensure that all pertinent information is gathered and recorded. Coordinates the flow of eligibility work both within the unit and other departments. Coordinates staff development functions for employees of the unit; trains and orients new employees. Plans and reorganizes the functions of the eligibility program. Confers and consults with departmental staff concerning methods and procedures for implementing eligibility services. Screen, interview, and recommend the selection of prospective employees. Performs other duties relative to the work described.

 

I.      SUPERVISORY/MANAGERIAL FUNCTIONS:

Planning - Employees plan short and long-range work operations, priorities, and goals within the unit and/or sub-units supervised.

Organizing and Directing - Employees assign and balance workloads within the unit and/or sub-units and coordinate overall workflow. Work requires employees to develop procedures to make minor organizational changes and recommend other changes to improve efficiency.

Budgeting - Employees are responsible for assessing and projecting staffing, equipment, and supply needs, documenting appropriate justifications, and submitting these requests in writing to a higher-level supervisor or the agency director.

Training - Employees provide on-the-job training as well as some training needs assessment and arrange for employees to attend workshops and other job-related training.

Setting Work Standards - Employees are responsible for ensuring that staff adhere to Federal and State standards with regard to the quality of work required in processing income maintenance cases. Employees have input and impact on setting internal agency standards for those income maintenance programs under their supervision.

Reviewing Work - Employees may be responsible for conducting second-party reviews but generally, work is reviewed by lead workers through the random sampling and evaluation of ongoing cases processed by their staff. Employees use quality assurance reports, State error printouts, and input from lead workers in evaluating the overall performance of staff assigned to their unit.

Counseling and Disciplining - Employees counsel staff regarding performance and grievance policies and may have the authority to issue oral and/or written warnings. Employees make recommendations on dismissals to a higher-level supervisor.

Performing Other Personnel Functions - Employees are responsible for evaluating staff performance and making recommendations to a higher-level supervisor or the agency director on merit raises, appraisals, reassignments, and salary adjustments. Employees may interview applicants, usually in concert with higher-level management.

 

II.       SCOPE AND NATURE OF WORK SUPERVISED:

Dynamics of Work Supervised-Employees are responsible for supervising the work of income maintenance caseworkers involved in the intake, processing, and review functions in any of the income maintenance programs. The objectives of the income maintenance programs are generally stable, however, there are shifting emphases with regard to how cases are processed due to the continual changes in rules, regulations, policies, and procedures in the administration of the income maintenance programs.

 

Variety of Work Supervised - Employees are administratively and technically responsible for the work of income maintenance caseworkers and supervisors involved with all income maintenance programs and processing functions.

 

III.      EXTENT OF SUPERVISOR RECEIVED:

Employees’ work is reviewed after the fact, generally through an analysis of quality assurance reports and State computer error printouts. Generally, work is performed independently but employees would consult with a higher-level supervisor on major policy changes or complex decisions.

 

RECRUITMENT STANDARDS:

KNOWLEDGE SKILLS AND ABILITIES:

  • Considerable knowledge of all income maintenance programs, such as public assistance policies and eligibility requirements Food and Nutrition Services, Medicaid, Subsidized Child Care, and/or Work First Cash Assistance.
  • Knowledge of forms and documents used in determining eligibility.
  • Considerable knowledge of needs, problems, and attitudes of disadvantaged persons.
  • General knowledge of all agency programs and services.
  • General knowledge of community services and programs which could affect the client/applicant.
  • Ability to instruct, organize, direct, and supervise employees performing the eligibility duties, and maintain a satisfactory working relationship with applicants, and others contacted within the course of work.
  • Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and interpret rules and regulations.
  • Ability to represent the eligibility program in departmental meetings and community conferences.
  • Ability to communicate effectively orally and in written form

Minimum Training and Experience Requirements

Four-year degree and 3 years of eligibility work or administrative experience in Social Services OR graduation from high school and three to five years of experience determining eligibility in a Social Services program, including at least one year in a supervisory capacity.


Preferred Requirements:

Experience in multiple public assistance programs; specifically, Adult Medicaid

Experience in NC FAST

Valid Driver’s license

General Definition of Work

Performs protective service work enforcing routine animal control ordinances. Work is circumscribed by State and County rules and regulations and related work as apparent or assigned. Work is reviewed through observation, analysis of reports, and frequent discussions.  Work is performed under the close supervision of the designated departmental supervisor.

Respond to calls regarding stray, vicious, and/or diseased animals; respond to calls regarding animal bites; perform preliminary investigations and file dog bite reports.

Keeps appropriate records and files and prepares reports.

Helps control rabies; ensures owners have animals vaccinated; ensures animals have rabies tags; conducts investigations on suspected rabies.

Converses with animal owners; explains the animal control laws of Camden County and the State of North Carolina; picks domestic, wildlife, and livestock animals, and transports them to the animal shelter; and sets traps.

 

Knowledge, Skills, and Abilities

General knowledge of the laws, ordinances, and regulations governing the control of dogs and the protection of livestock and fowl; general knowledge of the geography of the County; general knowledge of the care, control, and handling of animals; ability to recognize rabies symptoms and other animal diseases and thorough knowledge of the methods and procedures to be followed; ability to collect facts and prepare reports; ability to deal tactfully with the public; skill in the application of specialized animal capture techniques; ability to handle, lift and/or manage heavy animals; ability to establish and maintain effective working relationships with associates and the general public.

The EMS Deputy Chief performs administrative and operational work planning, organizing, directing, and supervising the emergency medical services for Camden County. Work is performed under the limited supervision of the EMS Chief and is evaluated through conferences, results of work, reports, public feedback, and regular meetings of the Emergency Medical Services Committee. Manages the department in the absence of the EMS Chief.

 

ESSENTIAL JOB FUNCTIONS

  • Designs, plans, organizes, directs, and supervises the activities of emergency medical services department and staff; coordinates procedures and regulations; maintains up-to-date policy and procedures manual for employees and volunteers; coordinates services with a wide variety of other emergency service providers, including volunteer fire departments, telecommunications, hospitals, and others.
  • Researches, recommends, and obtains needed vehicles, equipment, medical supplies, and technology; ensures the security of medications; ensures proper purchasing procedures are followed.
  • Supervises and participates in the hiring, orientation, training, work assignment, and performance coaching and evaluation of staff; develops staffing schedules.
  • Develops and recommends capital and operating budget requests; handles purchasing of equipment, materials, and supplies; monitors and administers the approved budget.

  • Assures the maintenance, completion, and quality control of records, reports, and other information required in this field.

QUALIFICATIONS

Education and Experience:
Associate’s degree in public administration, business administration, or a related field and five (5) years of related experience, including supervisory experience in emergency medical services, disaster and emergency preparedness, or an equivalent combination of education, training, and experience that may be substituted for the degree requirement. 

Licenses or Certifications:

 

  • Carolina as an Emergency Medical Technician-Paramedic, or the ability to obtain reciprocity.
  • ACLS, PALS, BLS, or equivalent. PHTLS to be obtained within one year of hire
  • Emergency Vehicles Operations Course or equivalent.
  • Must possess a valid driver's license
  • Possession of Hazardous Materials Awareness certification.
  • Possession of NIMS/ICS 100, 200, 700, and 800 upon hiring.
  • ICS 300 & 400 to be obtained within one year of hire.

 

Special Requirements:

Must have the ability to work long hours and shift work as needed.

Compensatory Straight Time:
Exempt employees will be compensated for time worked over 40 hours in a workweek at hour for hour.

Benefits Overview:

  • 3.616 hours of paid vacation per pay period (26 pay periods a year). Hours increase with years of service.
  • 3.688 hours of paid sick leave per pay period (26 pay periods a year).
  • Thirteen (13) paid holidays plus (1) additional paid floating holiday per year.

  • Longevity Pay Supplement: After 3 years of creditable service, employees receive an annual longevity payment (as approved by the Board of Commissioners). The amount is based on years of service.
  • Tax Deferred Programs: 401(k) and 457(B).  Retirement and Health Care deductions are established under pre-taxed provisions.
  • Prior Service Credit: Previously accrued sick leave from NC State and NC Local Government agencies will also be recognized.


JOB SUMMARY
:

The EMS Deputy Chief performs administrative and operational work planning, organizing, directing, and supervising the emergency medical services for Camden County. Work is performed under the limited supervision of the EMS Chief and is evaluated through conferences, results of work, reports, public feedback, and regular meetings of the Emergency Medical Services Committee. Manages the department in the absence of the EMS Chief.

 

ESSENTIAL JOB FUNCTIONS

  • Designs, plans, organizes, directs, and supervises the activities of emergency medical services department and staff; coordinates procedures and regulations; maintains up-to-date policy and procedures manual for employees and volunteers; coordinates services with a wide variety of other emergency service providers, including volunteer fire departments, telecommunications, hospitals, and others.
  • Researches, recommends, and obtains needed vehicles, equipment, medical supplies, and technology; ensures the security of medications; ensures proper purchasing procedures are followed.
  • Supervises and participates in the hiring, orientation, training, work assignment, and performance coaching and evaluation of staff; develops staffing schedules.
  • Develops and recommends capital and operating budget requests; handles purchasing of equipment, materials, and supplies; monitors and administers the approved budget.
  • Responds to complaints, questions, and information about services; supervise and participate in the investigation of specific issues; respond to major medical emergency incidents.
  • Assures the maintenance, completion, and quality control of records, reports, and other information required in this field.
  • Supervises the maintenance of emergency medical facilities, vehicles, equipment, supplies, and materials.
  • Supervises the tracking and completion of emergency medical continuing education and credentialing.
  • Oversees the billing of services to ensure cost recovery and accuracy.
  • Assures compliance with laws, rules, and regulations such as OSHA, FCC, third-party standards, local ordinances, and federal or state legislation.
  • Develops methods for evaluation of programs and systems designed to help with better resource management.
  • Fills in for supervisory or shift staff, as necessary.
  • Respond to emergencies and provide oversight, management, and direct patient care as needed.
  • Instructs in a variety of EMS training and other related programs.
  • Attends conferences, training classes, meetings and reads literature to remain current with new trends and developments in the field. 
  • Serves on a variety of committees for the County.
  • Performs other related duties as assigned.

QUALIFICATIONS

Education and Experience:
Associate’s degree in public administration, business administration, or a related field and five (5) years of related experience, including supervisory experience in emergency medical services, disaster and emergency preparedness, or an equivalent combination of education, training, and experience that may be substituted for the degree requirement. 

Licenses or Certifications:

 

  • Carolina as an Emergency Medical Technician-Paramedic, or the ability to obtain reciprocity.
  • ACLS, PALS, BLS, or equivalent. PHTLS to be obtained within one year of hire
  • Emergency Vehicles Operations Course or equivalent.
  • Must possess a valid driver's license
  • Possession of Hazardous Materials Awareness certification.
  • Possession of NIMS/ICS 100, 200, 700, and 800 upon hiring.
  • ICS 300 & 400 to be obtained within one year of hire.

 

Special Requirements:

Must have the ability to work long hours and shift work as needed. 

In the case of an Emergency/Disaster, must respond immediately; the exact response time is to be determined by the EMS Chief.

 

Knowledge, Skills, and Abilities:   

  • Knowledge of local government operations, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Knowledge of federal, state, and local laws, policies, procedures, and regulations pertaining to emergency medical and other related services.
  • Knowledge of emergency medical practices and procedures.
  • Knowledge of electronic medical record systems.
  • Knowledge of public management practices, including planning, budgeting, purchasing, personnel, and related supervisory requirements.
  • Knowledge of the application of technology to the department.
  • Knowledge of modern and effective supervisory principles and practices including motivation, communication, leadership, performance coaching, and evaluation.
  • Knowledge of laws and regulations related to staff supervision.
  • Knowledge of County personnel, budgeting, and purchasing policies and procedures.
  • Skill in collaborative conflict resolution and customer service excellence.
  • Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
  • Ability to prepare reports and make effective public presentations.
  • Ability to analyze situations and services and react quickly, effectively, and professionally in emergencies.
  • Ability to use sound judgment and determine the best options and decisions for handling emergency matters.
  • Ability to plan and organize work to meet deadlines and governmental requirements.
  • Ability to establish and maintain effective working relationships with mutual aid agencies, law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and the general public.
  • Ability to plan, supervise, monitor, and direct a department operating in multiple locations 24/7.
  • Ability to communicate effectively in oral and written forms.
  • Ability to meet and deal with employees and the public effectively and courteously.

  • Ability to maintain Paramedic certification through approved continuing education in a (4) year period with the North Carolina Office of Emergency Medical Services.

 

PHYSICAL DEMANDS

Work at this level is generally performed in the office; however, this position must be physically able to perform heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects, including the human body. Requires mental acuity, including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of writing and the spoken word, and the visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer terminal, operate a motor vehicle, occasionally under emergency conditions, at high speeds for prolonged periods of time; do extensive reading and use measurement devices.

 

WORK ENVIRONMENT

Work is subject to both inside and outside environmental conditions. The employee is subject to hazards in the emergency medical services work, including working in both inside and outside environmental conditions, extreme temperatures, hazardous fumes, dust, odors, mists, and gases, and working in close quarters. Work may expose the employee to human blood or body fluids, and thus the job is subject to the OSHA requirements on blood-borne pathogens.
