Animal Control Officer - Part-time

General Definition of Work

Performs protective service work enforcing routine animal control ordinances. Work is circumscribed by State and County rules and regulations and related work as apparent or assigned. Work is reviewed through observation, analysis of reports, and frequent discussions.  Work is performed under the close supervision of the assigned departmental supervisor.

Essential Functions

Respond to and investigate complaints by citizens and attempt to resolve problems by negotiating satisfactory action or compliance.

Issues appropriate warning notices and citations to violators.

Impounds and quarantines abandoned and stray dogs and other animals as required.

Educates the public on local animal laws and ordinances and responsible animal care.

Investigate reports of animal cruelty, and abuse and issue appropriate forms; file charges when appropriate; provide court testimony.

Respond to calls regarding stray, vicious, and/or diseased animals; respond to calls regarding animal bites; perform preliminary investigations and file dog bite reports.

Keeps appropriate records and files and prepares reports.

Helps control rabies; ensures owners have animals vaccinated; ensures animals have rabies tags; conducts investigations on suspected rabies.

Converses with animal owners; explains the animal control laws of Camden County and the State of North Carolina; picks domestic, wildlife, and livestock animals, and transports them to the animal shelter; and sets traps.

 

Knowledge, Skills, and Abilities

General knowledge of the laws, ordinances, and regulations governing the control of dogs and the protection of livestock and fowl; general knowledge of the geography of the County; general knowledge of the care, control, and handling of animals; ability to recognize rabies symptoms and other animal diseases and thorough knowledge of the methods and procedures to be followed; ability to collect facts and prepare reports; ability to deal tactfully with the public; skill in the application of specialized animal capture techniques; ability to handle, lift and/or manage heavy animals; ability to establish and maintain effective working relationships with associates and the general public.

 

Education and Experience

High school diploma or GED.

 

Physical Requirements

This work requires the occasional exertion of up to 100 pounds of force, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to other accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, atmospheric conditions, and oils.

 

Special Requirements

Valid driver's license in the State of North Carolina.

Energetic and must have a love for animals.
