Position Description:  Finance Specialist I/II

Pay Grade and Salary:  Hiring Salary Range:  $34,274 - $41,660 (Pay & Position are based on Education/Experience)

Position Type:  Full Time.

General Definition of Work: Performs difficult skilled technical work maintaining financial records and reports in computer system, processing accounts payable, payroll and accounts receivable, ensuring that all regulations and procedures related to accounting matters are followed, maintaining appropriate records and files, and related work as apparent or assigned. Work is performed under the limited supervision of the Finance Officer.

Essential Functions:

Enters timesheet data into computer system; prepares payroll checks. 

Enters accounts payable invoices into computer system; prepares accounts payable checks; enters purchase order requisitions into computer system; orders supplies.

Prepares and processes deposits; enters deposit information into computer system.

Reconciles month-end reports and balance to General Ledger.

Creates journal entries if needed; enters journal entries and budget amendments into computer system.

Generates Quarterly ESC report and monthly retirement.

Manages Finance Department software; handles various information technology related issues.

Maintains fixed assets and the GovDeals auctions for surplus items.

Applies sound accounting knowledge and understanding of governmental accounting concepts and procedures, performs detailed research, analysis, reconciliation, examination, and interpretation of assets, liability, and fund balance accounts, including but not limited to account receivables and account payables and the entire billing and payment process. Identifies over or underpayments and potential unauthorized acts or actions.

Prepares and interprets reports for higher management’s review outlining findings, trouble areas and recommendations for corrective action or improvements.

Performs some accounting analysis and examination by the use of computer terminals.

Participates in identifying and establishing accounting process improvements. Plans and executes modification to accounting systems and accounting input documents and source data.

Provides required reports that analyze transactions/accounts or quality of incoming and outgoing work.

Prepares correspondence in the form of official letters or messages for improper documentation, information passing and/or for an informative request.

Provides assistance to auditors.

Knowledge, Skills and Abilities: General knowledge of general laws and administrative policies governing municipal financial practices and procedures; general knowledge of the principles and practices of a municipal purchasing system; ability to evaluate financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to prepare informative financial reports; ability to establish and maintain effective working relationships with vendors, associates and the general public.

Education and Experience:  Associates/Technical degree in accounting, or related field and minimal experience in governmental accounting, or equivalent combination of education and experience.
