General Definition of Work

Performs intermediate skilled trades work participating in the maintenance and repair of water/sewer mains and service lines, preparing and maintaining appropriate records and files, and related work as apparent or assigned. Work is performed under the moderate supervision of the Distribution and Collection System Supervisor and Public Works Manager.

Essential Functions

Installs, maintains, and repairs water mains; repairs and replaces water lines and related facilities; installs, services and tests water meters, meter yokes, and hydrants. Make water taps and service connections; sets meter box and meters Prepares records of work activities; takes distribution samples; checks chlorine levels. Operates trucks, jackhammers, threading machines, and other maintenance and construction equipment. Takes meter readings; connects and disconnects water service. Checks and performs maintenance on well-pumping stations, elevated storage tanks, and related facilities. Locates mains and service lines for contractors, other utility companies, and other agencies.

Knowledge, Skills, and Abilities

General knowledge of the materials, methods, and techniques used in water distribution system maintenance and repair; general knowledge of the occupational hazards and the necessary safety precautions of the work; ability to read blueprints and specifications; ability to maintain records and prepare reports; ability to establish and maintain effective working relationships with local officials, associates, and customers.

Education and Experience

High school diploma or GED and minimal experience in public works maintenance and construction activities, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work frequently walking, sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements

Possession of C-Distribution and/or Grade I Collection certifications issued by the State of North Carolina within one year of employment; both certifications are required within two years. Valid driver's license in the State of North Carolina. Possession of or ability to obtain a valid commercial driver’s license within one year of employment upon request.
