Distribution and Collection System Supervisor

 

Salary:  $45,949 - Grade 10, Step 1

General Definition of Work

Performs intermediate skilled technical work planning and supervising the operation, maintenance, and repair of the water distribution system, ensuring compliance with regulatory agency requirements and County policies, locating water mains and service lines, preparing and maintaining appropriate records and files, and related work as apparent or assigned. Work is performed under the limited supervision of the Public Works Manager. Continuous supervision is exercised over the Distribution System Operator.

Essential Functions

Serves as Responsible Operator in Charge of the water distribution system; maintains the County's water and sewer infrastructure; inspects pump stations for proper operation.

Supervises and participates in the work of assigned staff; responds to water and sewer leaks.

Provides information to the public; answers customers' questions and complaints.

Maintains assigned equipment and vehicles; manages inventories of repair parts; purchases tools and supplies.

Collects and records data on water samples; maintains associated files and records.

Reviews construction plans and specifications to ensure the integrity of the water distribution system.

24-hour On-Call response for water and sewer emergencies.

 

Knowledge, Skills, and Abilities

Thorough knowledge of the practices of water and sanitary engineering; thorough knowledge of public utility system operation, maintenance, and repair requirements; ability to formulate operational policies and procedures; thorough knowledge of management practices as applied to the management of a public utility system; thorough knowledge of methods, techniques, tools, and equipment used to install, repair and maintain water mains and service lines; ability to plan and supervise the work of subordinate staff; ability to establish and maintain effective working relationships with local officials, associates, contractors, and the general public.

 

Education and Experience

High school diploma or GED and moderate experience in water system construction, maintenance, and repair, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work frequently walking, sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of Grade B Distribution, Grade I Collection, and Cross Connection certifications issued by the State of North Carolina within one year of employment.

Valid commercial driver's license in the State of North Carolina.

Possession of or ability to obtain a valid commercial driver’s license within one year of employment upon request.
