DUTIES AND RESPONSIBILITIES:

Employees hired in this classification will be assigned to the services division of the department which consists of Child Protective Services and Adult Protective Services.  Both units include working with complicated cases, which require flexible use of a wide range of social work skills. Positions require availability for after-hours and weekend on-call duty on a rotating basis. Work is performed under the supervision of the Social Work Supervisor. A description of the work performed in each respective unit is as follows:

 

Child Protective Services:

This position will be responsible for conducting CPS investigations and assessments. Provide CPS social work services to monitor and maintain the safety of children where neglect or abuse has been identified. Conduct assessments that accurately identify the strengths and needs of the family system and assess the risk of continuing harm to the children. Work to strengthen the family’s capacity to protect and nurture the children through referrals to community resources. Model and support appropriate behaviors that will enhance family functioning. Arrange for appropriate alternative placements when children are not safe within their own homes. Competently testify in court when necessary. Document case information thoroughly and timely. Provide consistent contact and follow-up with families. Position may perform other CPS duties as required including courtesy requests, acting as a liaison with specialty courts, and/or other CPS functions. Must be able to manage conflict, remain neutral and fair, engage people and build trust, and promote collaboration and consensus. The ability to use best practices, strategies, professional judgment, and time management skills in complex situations is essential. Must have knowledge of child welfare policies and practices. Applicant must have excellent oral and written skills. Applicant must be able to communicate effectively with individuals from varying cultures and backgrounds via phone and through personal contact.

 

This position also includes mandatory work as needed in emergency shelters in the event of a natural or man-made disaster.

Computer proficiency is required. A valid North Carolina driver’s license and a vehicle for use at work is also required. Some situations may require the employee to work overtime hours.  The work schedule is normally 8:00 a.m. to 5:00 p.m. from Monday through Friday with the exception of on-call duties.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Significant knowledge of social work principles, techniques, and practices, and their application to detailed casework and community problems; significant knowledge of policies and procedures as evidenced by the ability to cite the authority of federal and state law; significant knowledge of individual and group behavior, family dynamics, medical, behavioral, socio-economic problems, and their treatment theory.  Ability to interact and motivate a resistant involuntary client population and the public who may not agree with the laws, rules or policies of the process or the programs; ability to prepare documentation such as written investigative reports for court, case records, and treatment plans; ability to testify as an expert witness; ability to employ advanced case management interview techniques to establish supportive relationship and involve families in the initial assessment for the need of services; ability to assess the risks and safety and well-being of the client; ability to make decisions about removing children and adults when the decision has to be made with limited direct information and limited access to consultation; ability to communicate effectively; ability to perform manual work exerting up to 50 pounds of force and up to 10 pounds of force to move objects. Skill in observing and interpreting verbal and non-verbal behaviors; skill in listening to others with understanding and purpose skill in soliciting information and collecting facts.

 

MINIMUM TRAINING AND EXPERIENCE: Master’s Degree from an accredited school of social work; or Master’s Degree in counseling or human services field and one year of directly related experience; or Bachelor of Social Work degree from an accredited school of social work and one year of directly related experience.; or Bachelor’s Degree in a human services field from an accredited college/university and two years as a Social Worker II; or Bachelor’s Degree from an accredited college/university and three years of directly related experience.** One year of work experience can be credited for completion of the social work collaborative.

 

** Directly related experience is defined as Human Services experience in the area of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy, and treatment planning.

 

SPECIAL JOB REQUIREMENT: Employment drug test, college transcript, driver’s history and criminal background check required of finalist applicant(s).
