General Definition of Work

Performs difficult skilled technical work planning, directing and participating in various inspection and code enforcement activities, preparing and maintaining appropriate records and files, and related work as apparent or assigned.  Work is performed under the general direction of the Planning and Community Development Director.  Continuous supervision is exercised over Building Codes Inspectors.

Essential Functions

Plans, coordinates, supervises, and participates in the building, electrical, mechanical, and plumbing inspection activities with responsibility for enforcing the laws, ordinances, and codes relating to the construction and alteration of buildings within the County.

Reviews building plans; attends preliminary site plan meetings on large building projects.

Oversees building permit issuance and reviews all major permit applications; verifies square footage calculations, permit fees, and related permit information.

Performs all the duties of a Building Codes Inspector as required.

Issues warnings and stop work orders if necessary where construction is not being carried out in compliance with regulations as to methods and/or materials; testifies in court on code violation cases.

Inspects and re-inspects all new construction, alterations, remodeling, repairs, and additions to residential housing and commercial businesses at various stages of completion to authorize continuing construction; inspect lumber and installations, chimneys, stairways, footing, foundation, slab, walls, framing, insulation, and other items.

Advises contractors, engineers, and architects in interpreting and applying code regulations.

Assists zoning and code enforcement officers in answering public complaints about code violations; enforces municipal ordinances.

Manages and investigates complaints related to minimum housing code and rental disputes.

Prepares a variety of reports and correspondence on inspection and code compliance matters.

Prepares and administers the department budget.

Knowledge, Skills, and Abilities

Thorough knowledge of the principles and practices of building, electrical, plumbing, mechanical, and zoning code enforcement; thorough knowledge of building, construction, engineering, and structural engineering principles and practices; ability to supervise the work of subordinates;  ability to present facts and recommendations effectively in oral and written form; firmness and tact in enforcing codes and ordinances; ability to establish an effective working relationship with other associates, County, State and Federal officials, contractors, homeowners, engineers, and the general public.

Education Experience

High school diploma or GED; an Associate’s degree or equivalent post-high school training in a construction-related field.

Experience

Five to seven (5 – 7) years of experience serving as a building inspector in the State of NC or trades experience in construction inspections, investigations, or customer service capacity.

Moderate experience in residential, commercial, and industrial building, electrical, mechanical, or plumbing inspection processes, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires standing, walking and using hands to finger, handle or feel, frequently requires speaking or hearing and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Working Conditions

The employee is subject to inside and outside working conditions. Work is performed at both inside facilities and outside environments in both cold and hot weather conditions. The employee is subject to hazards including proximity to electrical current, moving mechanical parts, scaffolding, heights, crouching in low places, and stairwells. The employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee may also be subject to atmospheric conditions such as fumes, odors, dust, mists, gases, or poor ventilation and to injury by walking on uneven grounds, high weeds, and dilapidated buildings and must use/wear personal protective equipment as required. Duties may expose the employee to conditions that may be subject to the final standards of OSHA blood-borne pathogen policies.

Special Requirements

Possession of Standard Level I Certifications in Building, Electrical, Plumbing, and Mechanical.

Possession of or ability to attain Standard Level II Certifications in Building, Electrical, Plumbing, and Mechanical within three years of employment. (state changed from two to three years in 2017)

Valid driver's license in the State of North Carolina.
