Salary:  Grade 9, Step 1 $42,545

 

General Definition of Work

Performs intermediate skilled technical work maintaining County base maps, preparing maps from geographic data for County and public users, converting geographic information to digital data, maintaining records and files, preparing maps, and related work as apparent or assigned. Work is performed under the moderate supervision of the Planning Director.

Essential Functions

Extracts, manipulates, and maintains land records information in specialized mapping, GIS, and other software;

Updates property ownership records initiated by the recording of legal documents; utilize coordinate geometry to make changes and additions;

Enters data for parcels, tracts and new subdivisions, and other real property from deed descriptions; assigns number schemes (pin parcels) to match tax information;

Designs and creates maps; create new layers as needed; searches information as requested by property owners;

Digitizes information; uses aerial photos; enters numbers and codes and defines crosshairs and coordinates; registers map in GIS and to the digital table;

Verifies maps once completed on the table; tags the map; creates files for each update; etc.

Assists County staff and customers including property owners, contractors, builders, attorneys, and the general public in locating land information and maps, and in interpreting tax maps and other records.

Prints and copies aerial maps, GIS maps, and tax maps; performs maintenance on printers and other machines.

Recommends improvements to GIS software, hardware, and database.

Reviews plats before recordation.

Prior surveying experience and deed research.

 

Knowledge, Skills, and Abilities

General knowledge and skill in operating tabular and graphic display and output devices associated with geographic information systems and other land information systems; general knowledge of manual and digital cartographic techniques and standards and traditional map production processes; ability to comprehend technical specifications for manual, computer-aided/automated cartographic products; ability to effectively communicate ideas both orally and in writing; ability to establish and maintain effective working relationships with associates, government officials, and the general public.

 

Education and Experience

Bachelor's degree in geography, geographic information systems, or related field and moderate experience in drafting, computer mapping, and geographic information systems, or equivalent combination of education and experience. CFM is preferred or have the ability to become certified within 1 year of hire. CRS knowledge is preferred.

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and repetitive motions and occasionally requires standing, walking and speaking or hearing; work has a standard vision requirement; vocal communication is required for expressing or exchanging ideas through the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
