Unified Development Ordinance Update

The public is invited to review and comment on a proposed revised Unified Development Ordinance. The comment period will be open a minimum of 60 days when a public hearing is projected to be held by the Camden County Board of Commissioners on August 6, 2018. Please understand that this is work in progress and will be updated along the way as the UDO Review Committee, the Planning Board, and your public comments are considered. The final public hearing version of the document will be available for inspection no later than July 20, 2018.

The Unified Development Ordinance (UDO) contains the laws of Camden County related to zoning the use of property, and the division and development of land throughout the limits of the County.  The revisions to the UDO are proposed to accomplish the following objectives:

  • Improve the organization, clarity, and understanding by reorganizing topics and subtopics; presenting in a more readable format; and including graphics and illustrations. (Complete graphics will not be included in this draft until final editing defines which pictures and illustrations to include.)
  • Eliminate duplicate and conflicting parts of the regulations that have grown into the document over years of amendments;
  • Make modifications, additions, and deletions dictated by state legislation and case law;
  • Align the UDO with the Camden County 2035 Comprehensive Plan that recommends preserving the rural nature of the county while increasing density and focusing growth opportunities in the core village areas where water and sewer infrastructure exists or is planned.

It should be noted that the revised UDO only addresses the laws governing development. While additional types of zoning districts are recommended, no properties are being rezoned.  The new districts will allow for applicants to request rezoning to the new type of districts through appropriate and advertised procedures.

Method of Review & Comment

Hard copies or a flash drive copy can be obtained from the County Planning Department by calling 252-338-1919 Ext. 235.  There will be a cost for a hard copy and/or you must provide your own flash drive for the file to be copied to.

When submitting comments please provide chapter and section names and numerical citations.  The easiest way to submit comments is to 1) access the UDO from the web site; 2) highlight the text of concern; 3) copy the text; 4) paste text into an email along with any comments; and 5) send to the email address above.

All comments will be reviewed and considered for inclusion in the final draft or presented in summary form at the public hearing.  All comments must be received by July 27, 2018 to be considered.
