JOB SUMMARY

The purpose of the position is to provide specialized administrative support to the Human Resources Director. The work of this position includes but is not limited to gathering, analyzing, editing, and reporting information for various programs; maintaining discretion for confidential information; and other duties as assigned. This position works according to defined procedures; work is reviewed regularly by the supervisor.

 

ESSENTIAL JOB FUNCTIONS:      

  • Serves as the initial contact for the department in person and by telephone; receives and provides general information to County staff and the general public.
  • Conducts County-wide New Employee Orientation.
  • Assists with payroll activities by entering new hires into MUNIS; ensuring that pay and benefits are deducted from appropriate budgets and accounts; entering salary changes into systems; and generating and compiling MUNIS reports upon request.
  • Assists with recruitment procedures by posting job vacancies as required; collecting all applications for vacancies; and completing reference checks and processing background checks.
  • Reconciles County insurance bills with respective carriers and coordinates payment with the Finance Department.
  • Maintains records and documents by organizing, managing, and filing County personnel records; maintaining department forms and reports; and generating letters and/or memorandums as required.
  • Performs generalized and specialized administrative tasks such as typing, filing, faxing, phoning, and/or copying.
  • Performs other assigned duties.

  

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or equivalent.
  • Bachelor’s Degree or Associate degree in Business Administration or another related field preferred.
  • Two (2) years of directly related experience or equivalent training, education, and/or experience.
  • Valid state driver’s license.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of county ordinances, policies, and procedures.
  • Knowledge of relevant local, state, and federal laws.
  • Knowledge of human resources-related programs, policies, procedures, and training procedures.
  • Knowledge of file retention and management.
  • Skill in organizing workflows and coordinating activities.
  • Skill in communicating effectively both orally and in writing.
  • Skill in the use of computers and applicable software programs.
  • Ability to maintain confidentiality of County personnel files and/or matters at all times.
  • Ability to manage multiple competing priorities.
  • Ability to establish and maintain effective working relationships and communicate effectively with other employees and the general public.

 

 PHYSICAL DEMANDS:

Requires sedentary work that involves sitting or standing virtually all of the time and may involve exerting up to ten (10) pounds of force occasionally to move objects, or considerable skill, adeptness, and speed in the use of fingers, hands, or limbs in tasks involving repetitive motions and the use of standard office equipment.

The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth and texture perception, and color perception.

 

WORK ENVIRONMENT:      

Essential functions are regularly performed without exposure to adverse environmental conditions.
