JOB SUMMARY

The Building Codes Enforcement Officer I performs responsible field inspection work of buildings and property for Camden County to ensure compliance with State codes and ordinances. An employee in this class inspects construction and installation work in progress to enforce State and local codes for building construction and insulation for Camden County. Work involves performing skilled inspections to determine the quality of workmanship, materials, and safety precautions of construction work in various stages of completion. Work also includes fire and minimum housing inspections, and enforcing a variety of County development ordinances. Considerable independent technical judgment is required to interpret provisions of established, but constantly changing, codes as applied to practical construction projects and circumstances, and in making decisions. Considerable tact, courtesy, and firmness must be exercised in dealing with contractors, property owners, and the general public. Work is performed under the supervision of the Planning and Development Director and is evaluated through observation, conferences, review of reports and records, and contractor and citizen feedback. 

 

ESSENTIAL JOB FUNCTIONS

  • Performs building codes enforcement field work to inspect construction in progress for compliance with building, electrical, plumbing, and mechanical codes; assures possession of correct permits; and assists with plan review.
  • Conducts or assists with fire inspections; inspects new construction to ensure code compliance; assists in performing semi-annual fire and safety inspections for schools, hospitals, and other public buildings for Camden County; inspects extinguishers, sprinkler systems, and exit lights. Advises contractors in interpreting and applying code regulations; researches questions and advises on code interpretation; suggests revisions to work to assure compliance.
  • Notifies responsible parties of defects and reinspects to determine if corrective actions have been taken; issues stop work orders if necessary.
  • Receives complaints and/or looks for potential minimum housing code violations; inspects existing buildings for compliance with North Carolina Minimum Housing Code standards by assessing the unit’s general condition and determining what repairs are needed; prepares appropriate documentation; sends violation notices; re-inspects to ensure abatement occurs; initiates appropriate enforcement process to ensure abatement of violations if necessary; confers with County of Camden on minimum housing violations within the county limits.
  • Maintains records of inspections and prepares necessary reports; logs in work orders, completes field paperwork; enters inspection results in computer; ensures all inspections are final; closes the file and issues a Certificate of Occupancy.
  • Provides customer service to builders, contractors, property owners, and the general public; answers questions about code requirements and compliance issues; researches code issues; responds to complaints; refers complex issues to supervisors if necessary.
  • Maintains currency in qualifications; attends training to maintain certifications and assure knowledge of codes; reviews code books to learn changes to codes.
  • Performs other related duties as assigned.

 

QUALIFICATIONS

 

Education and Experience:

Requires a high school diploma or equivalent and one (1) year related experience in construction trades work supplemented by coursework in building construction trades, or an equivalent combination of education and experience. 

Licenses or Certifications:

  • Possession of a valid North Carolina driver’s license.
  • Level III State certification in the building, mechanical, electrical, and plumbing trades within the time frame specified and required by County management. As an employee progresses towards the required Level III certification, the County provides financial rewards for each level obtained in each area. 
  • Level III certification in fire is desirable. As an employee progresses towards the required Level III certification, the County provides financial rewards for each level obtained in each area. 
  • In addition, the employee will progress through the class series and will receive increases based on the following levels: Probationary, Limited, or Standard Level I in any two areas.
    • Building Codes Enforcement Officer, I – Probationary, Limited, or Standard Level I in any two areas.
    • Building Codes Enforcement Officer II – Standard certification at Level II in three areas.
    • Building Codes Enforcement Officer III – Standard certification at Level III in four areas.

  • Knowledge of local government operations, policies and plans, and modern office practices and procedures.

  • Knowledge of North Carolina State codes and local ordinances as applied to construction projects, minimum housing, and fire for inspection.
  • Knowledge of building materials, techniques, and workmanship.
  • Knowledge of construction and insulation.
  • Skill in interpretation of codes and their application to specific situations and to explain technical code requirements to individuals with little technical knowledge.
  • Skill in reading and interpreting plans and specifications.
  • Ability to document findings and manage files.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, contractors, property owners, and the public.

PHYSICAL DEMANDS

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Tasks may require the following abilities: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas using the spoken word, and the visual acuity to inspect details of construction, use measurement devices, operate a computer terminal and motor vehicle, prepare reports, and do extensive reading.

WORK ENVIRONMENT

Work is performed in indoor and outdoor environments. Inspections may require physical effort and are performed under hazards present in dealing with construction work in progress. The employee is subject to inside and outside environmental conditions, close quarters, and hot and cold temperatures. Work is also subject to noise and dust.
